By JON JOAQUIN Drug lords and other criminals will have the shock of their lives once Chief Superintendent Ronald “Bato” dela Rosa takes over the reins of the Philippine National Police (PNP). Speaking at a press conference in Davao City on Thursday afternoon, dela Rosa told reporters he could not divulge exactly how he intends to follow President-elect Rodrigo Duterte’s deadline to get rid of drugs and crime in three to six months.
‘Pag binigay ko ang details alam na rin ang mga kriminal pa’no umiwas (If I give the details the criminals will know how to avoid getting caught),” he said. “Masho-shock na lang sila (They will just get shocked),” he added. Dela Rosa said he could only divulge plans that are already well known, including “Oplan Tokhang" which he had implemented in Davao City when he was director of the Davao City Police Office (DCPO) from January 2012 to October 2013. “Tokhang" is a portmanteau of the Visayan words “toktok” (knock) and “hangyo" (plead). Under the program, police officers went to the homes of suspected drug pushers and asked them to stop their trade. Dela Rosa said the program was so effective it drove the drug volume down by at least 60 percent. He attributed its success to the support not just of Duterte but also of the latter’s daughter Sara who was mayor when dela Rosa first took over the DCPO. “Tokhang was very successful in Davao because of the support of the leadership. Pero sa national level, nakikita ko na malaki ang problema (But in the national level, I see that there is a big problem). But since the mayor is now the President, and the city director is now the Chief PNP, makakaya natin ‘yan (we can do it),” he said. Police first While dela Rosa was mum on other details of his plan to fight crime, he was open about one thing: he will deal with corrupt police officers first. “Uunahin ko ang mga pulis ko. Lilinisin ko ang PNP. Tatanggalin lahat ng dapat tanggalin (I will deal with the police first. I will clean the PNP. I will remove those who need to be removed),” he said. Still, dela Rosa said he remains positive that the PNP is a clean organization. “Hindi naman siguro lahat ng pulis adik. Positive pa rin ako (I don’t think all police officers are addicts. I’m still positive),” he said. Dela Rosa said only about one percent of the 160,000-strong PNP is corrupt. “Pero kung ang 99 percent maganda ang performance, ang one percent lang ang mapapansin ng media (But if the 99 percent perform well, the media will only notice the one percent),” he said.

We also call on the incoming Duterte administration to work with Congress to immediately pass a national ID system bill that would not only provide each Filipino with an official government ID, but also address serious and valid concerns with respect to security, integrity and privacy of personal information,” the FEF said in a statement.

According to the group, ideally, the national ID system should provide Filipinos a unique national ID number, tamper-proof ID card indicating important personal and biometric information with a citizen registry.

Words from Duterte for eliminating country's problem with corruption, crime and illegal drugs in the first six months of his administration makes some syndicate to leave drug dealing business.

Police Regional Office 7 (PRO7) said, it is possible, that many of drug users started quitting their habit, this is the reason why the demand and the price goes down quickly.

In the past years, Cebu has one of the most expensive in terms of pricing of  drugs compared to Metro Manila due to high demand, But today, it was different.

Two hundred to three hundred pesos are the normal price per sachet of shabu in Cebu. But because of Duterte's warned, some of them are starting to afraid and few of them already decided to quit.

Supt. Rex Derilo, chief of the Regional Intelligence Division (RID), also said that today price are now amounting for just only sixty pesos per sachet.

Duterte said about giving cash reward for up to three million pesos, for someone can lead a tips or can kill a drug lords. It also gives courage and inspiration to all police and bear more active campaign for illegal drugs..

But PRO 7 director Chief Supt. Patrocinio Comendador says, that the money was only a second inspiration. Their work and priorities is to target criminals in every operations, along their respective positions or areas, particularly illegal drugs.

Meanwhile, in island of Banacon, the third biggest syndicate in Central Visayas Rowen Seretaria got killed. He lay on illegal drugs from Muntinlupa for Cebu and other neighboring provinces

It is apportioned for the city and province of Cebu. Lapu- lapu , Cordova , across the provinces of Bohol and a few places in the province of Leyte .

With the death of Secretaria, Comendador said, problem with illegal drugs based in the Island of Banacon now be solved.

He added, most of the residents in the island, sea is just not their subsistence, they also involve in illegal drugs. Therefore, it is one of the reasons why they wouldn't interact and cooperate with their investigation.

He will make it sure to restore the confidence of residents, he will made an appointment of members from Regional Public Safety Battalion to the island who oversee the peace or tranquility and preventing the proliferation of drugs in the area.

Did President-elect Rodrigo Duterte actually blame slain journalists for their own demise when he said that those who were killed in the line of duty were either corrupt or biased?


Basing on the news articles written on the issue, it seemed like he did.

His camp, however, believes otherwise.

Peter Tiu Laviña, Duterte’s campaign spokesperson, on Wednesday (June 1) scored the media for supposedly twisting the President-elect’s opinion on media killings.

“Again and as usual Rody Duterte was taken out of context, misinterpreted and misunderstood,” he lamented in a statement.

Laviña explained that Duterte was merely speaking from experience when he said that some journalists were killed because they continue attacking certain personalities even after they accepted bribes from them.

“His (Duterte’s) example of most slain journalists as being corrupt or involved in shady deals was based on his own assessment of those killed in Davao City and not on the national scale. Certainly, Duterte has no personal knowledge on each and every single case of media killings in many parts of the country,” he said.

Asked at a press conference in Davao City regarding his administration’s policy on media killings, Duterte remarked: “Karamihan ‘yan, alam mo ‘yan nabigyan na, especially if you want to take sides, nabayaran mo na tapos you play. ‘Yan ang karamihan ng namatay. Or tumatanggap na sa mga sugarol tapos bira pa rin.”

“You really want the truth? ‘Yun ang truth,” he added.

Duterte said journalists who do not engage in questionable activities should not be wary of being a target for killings.

“Kasi kung journalist ka na tama, wala namang gagalaw sa iyo, especially if it is true. I mean, you cannot hide the truth, by the way, “ he said.

Laviña said that when the President-elect said journalists have become vulnerable to killings, “it was because they were no longer seen as fair and neutral members of the media but because they have become partisan propagandists, deliberately using their media outlets in attacking or defending one party or another and collecting pay offs on both.”

He cited their experience during the campaign season for the national elections, when newsworthy articles were supposedly bumped off “to give way to paid black propaganda masquerading as news items.”

“In the context of Duterte’s campaign against corruption, his remarks indeed should be seen to mean a reminder or a message that there are also corruption in mass media. And he has seen this during the recent election when headlines, for instance, Hence, he said you really want the truth? well that’s the truth,” Laviña said.

Even before winning the presidency, Duterte’s campaign spokesperson said he already placed importance on solving media killings by vowing to create a Task Force to address them and ask for a special prosecutor to focus on these cases.

“I repeated the same stand when I joined members of the National Press Club (NPC) visit the wake of the most recent victim of media killing, Alex Balcoba, last Monday night (May 30),” Laviña recalled.

President-elect Rodrigo R. Duterte lamented the fact that corruption also exists in the ranks of journalists and challenged media practitioners to expose the practice.

Karamihan sa mga napapatay, sa totoo lang may nagawa yan sila (na hindi maganda) (In truth, most of the journalists who have been killed were guilty of some wrongdoing),” he added.
Speaking during a press briefing after meeting with appointed Cabinet members at the Department of Public Works and Highways (DPWH)11 compound, the Davao City mayor said a journalist would not be killed if he has not offended someone.
Most of victims of media killings, he said, had received bribe money from certain individuals to take their side.
Some, he added, received money but still continued attacking the people who gave them money. “Tumatanggap sa mga sugarol tapos bira pa din (They took money from gamblers but they still attacked them),” he said.
“There are even journalists who give protection to illegal miners in Diwalal,” Duterte said, referring to the gold-rich mountain in Monkayo, Compostela Valley province.
He also challenged media practitioners to expose corruption within their ranks. “You know those journalists who are receiving money from unscrupulous miners. Why don’t you expose them?” he said.
Duterte said the late Jun Pala was the best example of why journalists are killed. Pala was a Davao City-based broadcaster who was ambushed in 2003.
“I don’t demean his memory but he was a rotten son of a b _ h.”
Duterte refused to elaborate but washed his hands of killing.
Asked if being a crooked journalist is reason to be killed, Duterte said: “You have to debate with the killer, not me.”
Duterte, who will be taking oath as the 16th president of the country on June 30, reminded journalists not to make it appear that victims of media killings are clean.
“Most of you are clean but not all are clean. Karamihan nabayaran na or takes sides, or nasobrahan ang atake (Most are paid or take sides, or go overboard in attacking). Some are getting into the personal affairs,” he added.
Duterte also said being a journalist does not exempt one from from assassination.
“The freedom of expression cannot help a journalist if she/he has done something wrong. Kung papatayin ka talaga, papatayin ka (If they want to kill you, they will kill you). There is no way to know that the next victim would be a journalist,” he said.
As for himself, Duterte said he does not mind being attacked by the media. “Yung mga exposé and bad words against us, wala sa akin ‘yan because I’ve been mayor for many years,” he said.

Malacañang supposedly continues to dip its hand in the Senate leadership race as incumbent Senate President Franklin Drilon faces possible ouster when the 17th Congress opens in July.
“It’s an irony, sinasabi nila huwag makialam ang bagong presidente pero yung Malacañang ngayon nakikialam pa rin (they are saying that the new president should not meddle but Malacañang now is still interfering). They are still making calls…” 
Senate Majority Leader Alan Peter Cayetano told reporters on Monday.

“What I’m saying nga it’s normal pero huwag nyo nang sabihin na hindi normal yun. Ang masama gamitin mo yung powers ng presidency, yung bago, yung luma para impluwensyahan o diktahan ang Senate. But if you respect the independence and may preference ka normal yun,” he said.
(What I’m saying nga it’s normal but don’t say that it’s not normal. What’s inappropriate is if the new leader uses the powers of the presidency and if the incumbent influences or dictates the Senate. But if you respect the independence and you have preference, it’s normal.)

While incoming President Rodrigo Duterte may have his own preference for Senate President, Cayetano said the former would not interfere with an independent institution like the Senate.
Asked if outgoing President Beningo Aquino III himself was the one calling senators to make sure that Drilon would keep his post, Cayetano said: “Basta sabihin ko na lang na ang (All I can say is) Malacañang still has their hand in the Senate leadership and it’s normal because they went through an election and they have the most number of senators now.”

But having a political group with the most number of senators, he said, was not an assurance to secure the Senate presidency.

Cayetano pointed out that the Nacionalista Party had the most number of members in the Senate but the elected leader came from the Liberal Party.
“So just because mas marami ang Liberal hindi ibig sabihin sila ang Senate President (So just because most are from Liberal [Party] doesn’t mean a member of them would become the Senate President). Once upon a time, more than a majority were LDP (Laban ng Demokratikong Pilipino) pero (but) both the Senate President and the Minority Leader were the LDPs,” he said.
Cayetano, who ran with Duterte in the last May 9 national elections, claimed to have the support of at least 15 senators backing him to be the next Senate President.

Drilon quickly denied Cayetano’s claim that Malacañang has been calling some senators.
“I don’t think so. I have no information on that, and I deny that,” he said in a separate interview.
Drilon also reiterated his readiness to yield his post to whoever gets the support of the majority of the 24-member chamber.
“I have always said that whoever has 13 signatures electing Senator XYZ to lead the 17th Congress, I am willing to yield the Senate presidency,” he said.
“As I have said, those who have 13 signatures, just present to me the resolution, and there’s no problem,” the Senate leader added.      RAM/rga

“It’s difficult at this stage to give you specific dates. But well within 6 months. Within 6 months we can promise.” – MVP

During the PLDT press briefing earlier we just had one burning question to ask MVP about their purchasing of the telco assets of San Miguel together with Globe. Can they categorically give a timeline on when the public will be able to feel the “significant improvement” in their Internet services. Since the question was already asked earlier, we didn’t expect a straight answer. We were surprised with MVP’s reply.


So there you have it folks. A public commitment from no less than the boss of PLDT and Smart that we will see significant improvement in Internet speeds and coverage within the next 6 months. This is definitely exciting and we hope that they make good on this promise.

Dear Mr. Outgoing President,

Mayor Rodrigo Duterte was already a prosecutor before the Filipino people brought your mother, a plain housewife into power in 1986. At the time your mother became President, Rodrigo Duterte was mayor of the country's largest city in terms of land area. That was 30 years ago, Mr. Outgoing President. When you were voted Congressman by the people of Tarlac in 1998 for the first time as an elected official, Mayor Duterte has been Davao's chief executive for more than a decade already. When you became a senator in 2007, Duterte had 2 decades of solid executive experience while you had zero. You passed zero laws as a senator while Duterte has effectively and successfully transformed Davao to what it has become with bylaws and city ordinances solidly in place to protect women and encourage equality among the various ethnicities living in his city.



You were elected into the Presidency by 15.2 million voters not because you had a track record that backed you up. Your mother again saved your day. Her passing made millions of Filipinos grieve for her loss and therefore you were gifted by sympathy votes, myself included.

In contrast, Mayor Duterte didn't win because of sympathy from anyone. He won fair and square by virtue of his track record and competence. While in your case, you didn't have to do anything to improve this country because all the economic legislation was already in place long before you could warm up your seat in Malacañang. Just like how you were voted into congress, the senate and the Presidency, you didn't have to do anything to win. Your hero parents gave you an easy entry into politics and the people voted for you just because you were the son of Ninoy and Tita Cory. Your last name being an Aquino was so fragrant that there's no way voters could not vote for you. Trust us, that's how we Filipinos grieve. We gave you a free pass and you thought you won those elections. Really? Hmm... No you didn't.

Duterte won because of his tangible accomplishments in Davao not because of a rich family name. He's your opposite. The best part is, he garnered more votes than you. 16 million against your 15.2 million, a new record. This alone should tell you that you're not really the most sought-after president you think you are.

You have no right to tell the voters why or how we voted for Duterte. If we say we voted for him because we dislike you, we dislike you. If we say we voted for him as opposed to your annointed Mar Roxas because Duterte is more competent than you and Mar combined. Believe that it's true. If we say that we chose Duterte because it's a protest vote against your out-of-touch oligarchic governance, it is so because it is.

Now, we can not stop you from continuing to live in your own imaginary world Mr. Outgoing President. We can only remind you that come June 30, 2016, reality will hit you smack in the face that you're not really as good as you think you are. Ask us, the voters Mr. Outgoing President. We'd give you an honest-to-goodness assessment on how you were as President. The result of the May 2016 Presidential election speak for itself.

Reality check Mr Outgoing President. Care to know what's happening on the streets by leaving your gated palace finally.

Now make way for the incoming President in a gracious way.

Ang nasabing mga barko ay may lulang mga guided-missiles ayon sa AFP.
Nasa bansa ngayon ang dalawang barkong pandigma ng U.S para sa routine port visit ayon sa Armed Forces of the Philippines.


Kasalukuyang nakadaong sa Alava Pier sa loob ng Subic Bay Freeport ang guided-missile destroyers na USS Chung-Hoon (DDG-93) at USS William P. Lawrence (DDG-110) makaraan silang dumating sa bansa kaninang alas-nuebe ng umaga.

Ang nasabing strike group ay dumating sa bansa tatlong araw makaraang harangin ng dalawang Chinese fighter jets ang isang U.S reconnaissance plane sa bahagi ng West Philippine Sea.

Nauna nang sinabi ng U.S na sila ay nasa international space pero sinalungat naman itong China sa pagsasabing nasa loob ng kanilang teritoryo ang nasabing U.S plane.

Hindi naman nagbigay ng dagdag pa na detalye ang AFP sa kung gaano magtatagal sa bansa ang nasabing mga U.S Vessels.
